Penn State trustees are set to vote later this month on a plan by President Neeli Bendapudi to close several campuses, including Scranton, at a virtual meeting that legal experts say may break the Sunshine Act — the law that requires public meetings to be held in person.
If the meeting is later challenged in court, any decision reached may be overturned.
